TRADE NOTICE No.11, Dated 31.03.2010

 

 

Subject: Service Tax Return Facilitation Centre – reg.

 

Representations from Service Tax assessees indicate that all is not well with the present arrangement of receipt of Service Tax Returns by the respective Divisions.  Reportedly there are instances of long delays, unethical practices, loss or non-accountal of filed Returns etc. resulting in harassment of genuine tax payers.  While the obvious solution lies in encouraging the electronic filing of Returns there is also clearly a need to set in place an arrangement that ensures hassle free manual submission of Service tax Returns and the Return Filer is treated with respect and courtesy.  Accordingly, in the interest of trade facilitation, a Service Tax Return Facilitation Centre (STRFC) shall be functional for the receipt of Service Tax Returns that are due by the 25th of April, 2010.  The key features of this new arrangement are as follows:

 

(i)                 The STRFC shall function from the Ground Floor of Annexee Building, Customs Central Excise & Service Tax Commissionerate, 117/7, Sarvodaya Nagar, Kanpur from 19-04-2010 (Monday) to 26-04-2010 (Monday) excluding 25.04.2010 (Sunday) from 10AM to 5.30 PM each day for receipt of Service Tax Returns.  On 24.04.2010 (Saturday) the STFRC shall function from 10AM to 2 PM.

 

(ii)        One Service Tax officer shall be deputed to receive the Service Tax Returns at the Counter(s). The Service Tax Returns shall be received under proper acknowledgment at each Counter irrespective of jurisdictional Ranges/Division to which they belong. The dated acknowledgement receipt will also be provided to the Service tax return filer.

 

(iii)       The Counter Officer shall after receipt of the Service Tax Returns hand over a Survey Form to the Return Filer with a request that it may be completed and placed in the earmarked Box.  The survey is optional and shall be used only to assess the time taken for filing of Service Tax Return(s) and the quality of service experienced.

 

(iv)              Senior officers shall be available in the STRFC to ensure the submission of Service Tax Returns is going on smoothly and answer any query and resolve any issue that may be raised by a Service Tax Return filer.  

 

2.         It is expected that the initiative will facilitate the filing of Service Tax Returns.  Accordingly, all approved Trade/Service Provider’s Association and members of R.A.C. and Public Grievance Committee are requested to bring the contents of this Trade Notice to the knowledge of all concerned.
