To address the grievances of the trade, there are two Regional Advisory Committees formed by the Commissioner one for Organised Sectors and another for Small Scale Industries.

FUNCTIONS OF THE COMMITTEES |  |
The function of the Regional Advisory Committee is purely advisory and intended for resolving procedural difficulties of general nature. The member may, however, discuss any matter including the policy concerning the individual cases, but excluding the cases themselves as also judicial and semi-judicial work.

LIFE PERIOD OF THE COMMITTEE | |
The Committee ceases to function on completion of the term usually 31st December of the 2nd year. If any occasion arises to nominate a member between the life of the committee his terms of office will be for the balance period of the committee. After the end of the Block Year, Committee will be re- constituted.

MEETING OF THE COMMITTEES | |
The meeting of the Committee is held once in a three months or as after as the Chairman may decide. The meeting is normally held in the office of the Commissioner of Central Excise, Kanpur. It may also be held at some other Trade Center in the Commissionerate, as decided by the Chairman.
The success of the Committee depends upon the attendance of the members and their co-operation. It is expected that the Trade Associations and chamber whose representatives are nominated on the Committee ensure that their nominees invariably attend the meetings as and when scheduled and represent the problems concerning the trade interests. Any member of the Committee who continuously absents himself for three times from meeting without adequate reasons, is deemed to have withdrawn himself from the Committee and his place may be is filled up by fresh nomination.
The members send their points well in advance for their inclusion in the agenda. Individual units who are affiliated to chambers of Commerce / Trade Associations sponsor points through the member of R.A.C./ P.G.C.’s.
